Definitely Hamburg
I beleive this is actually Hamburg, as it matches a similar photo taken just east of this location (closer to the water tank in the distance). The PRR's freight house was located between Walnut and Pine Streets (the train would be crossing Pine Street), and Grand Street crossing would be just past the water tank, which shows in another photo.
