There was a small contingent of railfan photographers present, it appears as though Bill Rosenberg has his back to the photographer with the camera straps slung over his shoulder. Mr. Rosenberg was on this railfan safari with John. The men in hats can be assumed to be managers, why they would stand in between rails is unknown.
